Facilitating Private Sector Participation (PSP) in Sri Lankas Colombo-Katunayake Expressway, October 1999 Democratic Socialist Republic of Sri Lanka - Ministry of Transportation and Highways

The Colombo-Katunayake Expressway Project (CKE) is to be designed and built as a 110 kilometres per hour four lane divided Expressway of length of about 25 kilometres, with complete access control and provision of user fee levying facilities. The starting point of the CKB is the north and of the New Kalani Bridge over the Kalani Ganga river at Poliyagoda in Colombo and ends at Karunayake at the take off point of the Canada Friendship Road which is the access road to the Bandaranaika International Airport from the Colombo (Poliyagoda) - Puttalawn Road (Highway A3). The CKE is the first expressway and first fee-levying infrastructure to be taken up for implementation in Sri Lanka. For the evaluation of Tenders, the Road Development Authority (RDA) engaged Osana’s PSP Legal Specialist to assist the Technical and Financial Evaluation Committee to make its recommendations to the Cabinet Appointed Tender Board.
